Morocco Unveils 'Digital X.0': Pioneering AI Governance Law to Secure Sovereignty and Fuel Innovation by 2030

 


Morocco is taking a bold step toward technological sovereignty and responsible innovation with the introduction of the Digital X.0 framework law. This groundbreaking proposed legislation, presented by Minister Delegate for Digital Transition and Administrative Reform Amal El Fallah Seghrouchni, is currently under review by the General Secretariat of the Government. It lays the legal groundwork for the ambitious Maroc Digital 2030 strategy, which places artificial intelligence (AI) at the heart of the nation's economic competitiveness, public service modernization, and overall digital advancement.

The Digital X.0 bill represents Morocco's pioneering effort to formally integrate AI governance into national policy. It establishes clear ethical guidelines and accountability standards for algorithm use across both public administration and private-sector applications. The framework is built around three core pillars: robust data governance (aligned with existing personal data protection under Law 09-08), a secure and citizen-controlled digital identity system, and enhanced interoperability through traceable consent mechanisms that regulate data sharing between public institutions and private entities.

Beyond governance, the law emphasizes cybersecurity, transparency, and building digital trust—ensuring that technological progress does not come at the expense of privacy or security. Minister El Fallah Seghrouchni has described the initiative as a careful balance between fostering innovation and maintaining public confidence, stressing that technology should empower citizens rather than dominate them.

By embedding these principles, Digital X.0 aims to accelerate Morocco's digital transformation, support inclusive growth, harness local talent, and position the country as a forward-thinking player in Africa's digital landscape.
